In 2010, Decree 7,382 which regulated Law 11,909 (Gas Law), inserted the free consumer in the federal regulatory framework. Currently, consumers can opt to migrate to the natural gas free market. However, effective opening of this market depends on state regulation.
For the time being, only the states of São Paulo, Minas Gerais, Rio de Janeiro, Espírito Santo, Mato Grosso do Sul, Maranhão and Amazonas have already regulated the access conditions to the free market, providing competitive advantages to the companies installed with them.
